Fire risk assessments in Harpenden
Fire risk assessments for care homes, nurseries, schools, offices above shops and large houses converted for business or flats in Harpenden.
What is Harpenden's mix of buildings?
Harpenden is a commuter town known for its tree-lined roads, its common and its high street. Large detached and semi-detached houses are a feature of the town, and over the years some have found new uses as offices, surgeries, nurseries, care homes or flats. Around them are churches, halls, independent schools, pubs and restaurants, with offices over many of the shops.
Why do converted houses need careful assessment?
A house built for one family is laid out for one family. Turn it into offices or a care home and the plan, the stairs and the partitions all take on a new job. Open wooden staircases, cellar and attic rooms, extra walls added later and old chimney breasts are the points an assessor often examines. The escape route must work for the number of people now using the house, not the number it was designed for.
Where a big house is split into self-contained flats, the Fire Safety Order applies to the shared hall, stairs and landings, and the Fire Safety Act 2021 adds the structure and flat entrance doors.
What about care homes and nurseries?
Where people are very young, elderly or less able to move quickly, the assessment is more demanding. An assessor will ask how many staff are on duty at night, how residents or children would be moved and whether there is a personal emergency evacuation plan for anyone who cannot leave without help. Those plans are as important as the alarm. Ask the assessor to look at night-time staffing as well as daytime, because a plan that works at noon may not work at three in the morning.
How do offices above shops differ?
Many of the town's upper floors are reached by a narrow side door and a single stair. Whoever controls that door and stair usually bears the shared duty, and tenants of the upper floors should know where they stand. Stock, packaging and bins left at the foot of the stair are among the most frequent findings in similar buildings.
What about the council?
St Albans City and District Council is the local housing authority for Harpenden, so landlords of shared houses should ask it about licensing. Fire safety in the shared parts is separate and falls under the Order. Shared houses often have a single stair, so the assessor will look closely at the doors that open onto it.
